Our organization and this bill is inspired by the story of Anthony Isaiah Mejias, a 19-year-old from Florida who was tragically struck and killed in a hit-and-run accident on April 2, 2021. After the crash, Anthony was transported to a hospital without any identification. Because Florida has no consistent process for identifying “John Doe” patients, Anthony’s mother unknowingly stood in the very hospital where he lay, pleading to see her son — never given the chance to be by his side in his final moments.
This painful experience exposed a critical gap in Florida’s healthcare system:
There is no consistent, statewide policy to help identify patients admitted without ID. This lack of coordination delays vital medical decisions and prolongs families’ suffering. Anthony’s story is only one of many that have been victimized by this issue.
In just one week, our grassroots campaign has gathered over 1,200 signatures [link] in support of this policy. Our campaign was previously sponsored in Florida in 2022 [link] and New York State has already enacted legislation addressing this same issue [link] demonstrating both precedent and practicality.
